Small changes to jQuery CookieBar

A couple of small changes have been made to the jQuery CookieBar plugin:

• Fixed a bug which meant declining cookies would sometimes not actually work or delete existing cookies (Oh dear!)
• Improved code efficiency very slightly

Unfortunately no new features added this time!
